2024 Election
There are currently 3 positions available for election as part of the Fishhawk Lake Reserve and Community 2024 Annual Meeting agenda. The community will have 4 candidates to choose from as Nicole Case, David Slavit, and Tom Atwood's 3 year terms are complete.
We originally had 5 candidates (Nicole Case, David Slavit, Tom Atwood, Doug Barlow, and Haley Palmore). On August 5th, Tom Atwood notified the Board that he would not be running for a Board seat.
The election is being held through the website VoteHOANow.com and will be administered by CMI.

David Slavit
I am the youngest of 8 children, raised by a factory worker and homemaker in a small midwestern town. My wife Gisela and I are both professors at Washington State University and have 2 adult sons. We love to travel, play pickleball and other games, and spend time at the lake. We have been part of the Fishhawk Lake community since 2007 and care deeply about the lake, as it has played a large role in our family history.
Fishhawk Lake is a hidden jewel with a thriving and vibrant community. We have experienced significant growth as well as tribulations over the past few years. I look forward to the opportunity to continue to support the ongoing work of our community and our Board in maintaining the positive direction of our infrastructure, organization, and community-based work. I am especially interested in continuing my work to secure external funding.

Top three priorities the Board should focus on in the next year and why:
- The final details of the Fish Ladder and Spillway project need to be completed expediently.
- Several aspects of our infrastructure, particularly sewer and water, are in need of update and repair. This infrastructure is absolutely necessary in making life at the lake possible, but their age and condition require community action in the coming years.
- Dredging the lake is an absolute necessity. Consistent sediment incursion has caused the lake to rise to alarming levels. Without a lake there is no Fishhawk community.

My family has enjoyed our home at the lake since 2020 and love this community. As a former environmental and contract lawyer, and current government relations professional, my work on the Board has focused on litigation and working with our community partners, and state and local officials. After joining the Board in October of 2020, by appointment to an open seat, I worked closely with FLRC’s legal team to support a mediated settlement with the State of Oregon for claims resulting from the lake drawdown in 2019. During the last 3 years my focus has been on supporting our community through collaboration with community partners, state and county agencies, and elected officials to complete the terms of our settlement.
I love this community and want to meet my commitment to support the Board and serve this Community in litigation related to the Dam Safety and Fish Passage project and to compete a proposed water quality management plan, the last piece of our settlement with the State of Oregon.
I am a former environmental and contract lawyer. Currently, I work in government relations, working with elected officials and their staff on public policy.
Former lawyer, currently inactive. Congressional staff for Congressman Bob Smith of Oregon. Lobbyist in Washington, D.C. Current business owner who consults with not-for-profit electric utilities on public policy, public relations and government relations.

Top three priorities the Board should focus on in the next year and why:
- Concluding litigation surrounding the Dam Safety and Fish Passage project, keeping costs a low as possible.
- Ensuring the communities systems are maintained or improved as our water and sewer systems are over 50 years old.
- Continued Fiscal Responsibility –while the significant increases in our monthly dues are supported by our expected costs, the Board should consider reducing costs once the litigation surrounding the Dam Safety and Fish Passage Project and other work to improve the community’s systems are complete.

I am technically a part-time resident, though I spend probably 85% of my time at the Lake. My name is Hailey Palmore, I am a Firefighter/Paramedic with the local Mist-Birkenfeld Rural Fire Protection District. I have been a part of the Fire District and spent significant time in the Fishhawk Lake area for the last 6 years, being a homeowner at the Lake for the last 2. I have a Bachelor of Science from the University of Puget Sound and a Master in Business Administration from Willamette University. My professional background includes project management, commercial construction management, private business consulting & emergency medical services. I also serve on the Board for two nonprofits in Columbia County. When I am not working, I love spending time with my family or taking my dog Benny on hikes.
I would like to serve on the Board to ensure that Fishhawk Lake continues to be a beautiful, safe and sustainable community and outdoor space for many generations to come. Rural living comes with its inherent benefits, but also unique challenges. I would like to serve on the Board to help our community become more connected with one another and more resilient and self-sufficient to the unpredictable nature of our lives. I feel my background in Emergency Services & First Response, along with my business competencies would be a beneficial contribution to help bolster the neighborly strength of the community, while also being fiscally responsible in doing so. I want Fishhawk Lake to continue to be a place that people enjoy living, vacationing and spending time with their family and friends.
I grew up in my family’s large commercial construction company and worked there after college as a Project Engineer / Assistant Estimator – I have a solid foundation of managing construction projects and keeping things on or under budget, and I feel these skills can be applied to other projects outside of construction. In my experience in private business consulting, I primarily helped evaluate the financials of small to medium sized businesses and make and help implement recommendations to improve operational practices that had a positive impact on the bottom line. In the last eight years I have primarily worked in Emergency Medical Services and First Response – this work encompasses all of the highlighted items above and I feel proficient in being able to make efficient, effective decisions in high-stress situations. Lastly, my experience serving on two nonprofit boards, and volunteering for others, has given me a lot of great insight to Board procedure, as well as fundraising for different initiatives.

Top three priorities the Board should focus on next year and why:
- Bolstering the resiliency of the community and emergency preparedness for different plausible future hazards (flooding, earthquake, fire etc.) and having contingency plans in place to support the infrastructure of the Lake, its utilities during extended emergencies. Due to the rural, less-densely populated area we live in, it is reasonable to assume State & Federal resources may be immediately prioritized to larger metropolitan areas, so we need to anticipate and prepare for immediate self-sufficient practices to keep our community safe and sustainable in the immediate aftermath of a disaster.
- Project expenses and evaluate any substantial spending/projects to anticipate budget needs looking ahead to the future and how those will impact the HOA fees imposed on members of the Lake in coming years.
- Continue to find ways to make the Lake welcoming to all who live or visit our area and find ways to creatively offer services or benefits to the members and their families. One example is making some sort of welcome packet/binder for new buyers welcoming them to the lake, discussing committees, points of contact etc. – I have lived here two years and believe even I am not aware of all the ways to be involved in the community. The Board should continue to find ways to interact more candidly with the community.

I would like to serve on the Board to provide leadership to bring a common vision and reinforce a sense of shared values in our Community, to lend my experience as a proven process developer to establish and maintain processes that will avoid the problems of the past to ensure proper management and over-site of both Reserve Funds and capital improvement projects to promote transparency and build consensus within the Board of Trustees and the community at large.
I am seeking a position on the FLRC Board of Trustees and would appreciate your vote. I want to serve the Community for the following reasons:
- To provide leadership to bring a common vision and reinforce a sense of shared values in our Community.
- To lend my experience as a proven process developer to establish and maintain processes that will avoid the problems of the past.
- To ensure proper management and over-site of both Reserve Funds and capital improvement projects.
My wife (Frankie) and I moved to Fishhawk Lake in 2011. Since then I have served on the Board of Trustees as Secretary, on the Reserves Committee, Fishhawk Patrol, and Policy Committee. I worked for Daimler Trucks North America (Freightliner) for 27 years. My various assignments included working on cross functional product development teams and management of multi million dollar capital improvement projects.
For over thirty years I have been involved with civic charitable organizations. I have studied with, learned from, and participated with the Community Associations Institute to learn how community governments should work. And often why they don't. I want to bring this type of knowledge and experience back to the Board.

- The Board needs to work with the community to establishing a common vision for all at Fishhawk Lake in order to unify the community and assure that all members of the community share a understanding of purpose and direction.
- Establish over-site of the Reserve Fund to assure that funds collected are spent on appropriate reserve items and that money borrowed from the Reserve Fund is repaid in a timely manner
- Planning and the orderly execution of several infrastructure projects needed to protect the Lake. This will necessarily take place over several years and includes developing an equitable method of funding infrastructure projects which addresses concerns of all of the community
- Building transparency between the Board of Trustees and the Community
