ARCHITECTURAL REVIEW COMMITTEE PROCESS
Effective:
Purpose:
Define the process under which the Architectural Committee operates.
Scope:
Maintain a rural, rustic and neat appearance. Blend with our natural
surroundings.
Definitions:
“Altered/Alteration”
Any change visible from the
outside of a house, garage, outbuilding or deck . This includes painting,
windows, roofs and anything that is
visible. This does not include interior window dressings.
“Foundation” Any material in
contact with the ground which supports a roof.
“Water” Pertaining to 50ft
set-backs.
“Set-backs” Front = 20 feet.
Side = 5 feet. Rear = 15 feet. Water = 50 feet. NOTE. These are Deed
Restrictions and cannot be waived.
1. What requires application.
A.
Construction or alteration of
a House, garage, deck, patio, outbuilding, fence, dock or other structure. See
FLRC Declaration of Restrictions and
Architectural Guidelines page 2, sec. V, a. and VI.
B.
Excavation for building site,
driveway, parking area or moving more than 5 yards of material.
C.
Concrete; More than 3 yards.
D.
Installation and/or repair of
driveways must be approved by Architectural Review Committee.
2. Required information for application package.
A.
Scale Drawings of structure
including four elevations, roof pitch and floor plan. Title block drawings or
computer drawings are preferred. Two sets are required. One will be returned
stamped Approved.
B.
Completed application form.
C.
Plot Plan showing lot
dimensions on original plat (available at
D.
Materials including siding,
roofing, foundation, windows (no silver aluminum), decking.
E.
Colors for siding, trim,
roofing (include sample), decking, windows, doors, garage doors and gutters.
Acceptable siding, trim and deck colors are; wood tones and medium to dark
greens, browns and grays. A color sample of at least 3’ x 3’ on siding, trim or
decking material is required. Manufacturers paint chips will not be accepted.
White doors, garage doors, gutters or trim will not be approved. Acceptable roof
colors are medium to dark brown, green or gray.
F.
Venting for roof and foundation. Ridge
venting is preferred. Please paint silver venting, flashings or chimney pipes
Flat Black or to blend with roof.
G.
Grading plan. Required for any
excavation needing approval. Please see sec 1. B.
H.
Exterior lighting plan.
I.
Erosion Barrier plan. Required
for all waterfront construction or excavation.
J.
Applicant Agreement Form.
Signed.
K.
Utility Hookup Form. Required
for connecting to water or sewer.
L.
We may ask for written
approval from neighbors.
3. Application review:
A.
Compare plans to application
form.
B.
Visit site to review plot
plan, staking, grading plan and measure set-backs. Visualize orientation, color
scheme and access. Visualize design and impact to surroundings.
C.
Maximum height and maximum
square footage of footprint is limited by the counties and may be further
limited by the committee at it’s discretion.
D.
Consider drainage patterns.
E.
Discuss application with all
committee members. If conditions or changes arise discuss them with applicant
before making a decision. Applications require approval by at least three
members of the committee.
F.
Stamp, date and sign plans.
Return one set of plans and application to applicant.
G.
Place a copy of application
package in active file.
H.
Inspect water and sewer
hookups prior to cover. Usually performed by facilities manager.
I.
Inspect Footing and Foundation
staking before concrete is poured.
J.
Monitor progress.
K.
Final inspection. Structure
exterior must be complete within 10 months of start date. Applications expire
after 12 months from approval. See sec. 4, D. below.
L.
Maintain written records of
all applications and decisions.
M.
Meet formally at least once a
month.
4. What the owner should know:
A.
Contractors need to provide
sanitary facilities for themselves and their crew.
B.
Applicants are encouraged to
contact their neighbors before submitting application.
C.
Reapplication is required for
any alteration or modification from the original plans if it will change the
exterior appearance of the structure.
D.
Reapplication is required for
expired applications if project was not started or completed on time.
Applications expire 12 months from approval date.
E.
If your application is denied
by the Architectural Committee you may appeal to the board of directors. See
FLRC Restrictions and Architectural Guidelines page 3, sec V, i.
F.
The construction site must be
kept clean.
G.
Applications must be approved
or denied in writing within 20 business/working days of receipt.
Applications are not considered received if information is missing. The 20 days
starts when the committee has received a complete application with all needed
information.
H.
Assume it will take the 20
business/working days for approval. Please plan ahead.
I.
Applications from “Members
Not in Good Standing” will be
returned.
J.
The architectural committee
will not make recommendations on contractors.
K.
Sheds or outbuildings on
undeveloped lots are limited to 96sq ft.
L.
Manufactured homes are not
permitted.
M.
Adjacent properties may not be
used for access without written permission from the owner on file.
N.
Contact your county building
services office before any construction, excavation or fill.
O.
On projects requiring a county
permit, the permit must be visible.
P.
A signed “Utility Hookup Form”
is required for water and or sewer connection. Connections must be inspected
before cover.
Q.
Noncompliance of any
regulation or part of your approved application may result in a STOP WORK ORDER.
R.
Please read the FLRC
Restrictions and Architectural Guidelines carefully.
5. Other architectural committee duties:
A.
Monitor maintenance of lots.
Weeds, high grass, dead trees, garbage and debris.
B.
Monitor defined time limits
for temporary quarters. R.V.’s, tents, trailers, campers, etc.
C.
Issue letters of
non-conformance with time limits. Copy
D.
Act as a information resource
to property owners.
E.
Assist applicants though the
process.
F.
The Architectural Committee
may amend this document from time to time as necessary.
